In the next 3 years, Romanian Angel Appeal and its partners will support the public authorities in the process of facilitating the access and improving the services in the area of prevention and support intervention for PLHIV. We will be coordinating a national advocacy campaign aiming at raising the financial sustainability and increasing the efficiency for the HIV programs in Romania. Bearing in mind that the right to prevention and treatment for HIV is a basic human right, we aim at promoting this right for the key and vulnerable populations in Romania.
These objectives are part of the program #SoS_project, financed by The Global Fund to Fight AIDS, Tuberculosis and Malaria. The program is being developed simultaneously in 14 countries in Eastern Europe and Central Asia (Belarus, Bosnia and Herzegovina, Georgia, Kazakhstan, Kyrgyzstan, Macedonia, Moldova, Montenegro, Romania, Russia, Serbia, Tajikistan, Ukraine, Uzbekistan), under the coordination of The Foundation of Alliance for Public Health (Ukraine).
We will develop our advocacy campaign through studies aiming at depicting the updated behavioral profile of Romanian PLHIV, the efficacy and the cost for basic prevention and we will contribute to the adoption of a funding mechanism that will make possible for the subcontracting of HIV prevention and support services delivered by NGOs, under the HIV/AIDS National Program.
Within the program, we will develop the cost standards and the operational standards for basic prevention and support intervention for PLHIV and advocate for their adoption (accept formally and put into effect) within the national public services frame. Furthermore, we will develop a public campaign in order to gain the support of NGOs and general public in order to succeed in our advocacy campaign aiming at obtaining public funds (either from local or central public institutions) for preventions and support for social and medical services under the HIV/AIDS National Program.
The main public institutions aimed within the program are Ministry of Health, Minister of Labor and Social Justice, Ministry of Finance and local authorities (City Halls). We will be having as partners within the program the organizations: ARAS – Romanian Anti Aids Association, UNOPA – The National Union of Organizations of People Affected by HIV/AIDS, “Eu sunt!Tu?”.
